Here Bally Chohan briefs us about the difference between PHP & Ruby on Rails.

Ruby on Rails, often shortened to Rails or RoR, is an open source web application framework for the Ruby programming language.
It is intended to be used with an Agile development methodology (http://www.ballychohan.net/2010/03/what-is-agile-software-development-by-bally-chohan/) that is used by web developers for rapid development.
PHP: Hypertext Preprocessor (the name is a recursive acronym) is a widely used, general-purpose scripting language that was originally designed for web development to produce dynamic web pages
Ruby on Rails was extracted by David Heinemeier Hansson .
PHP was originally created by Rasmus Lerdorf in 1995
Like many web frameworks, Rails uses the Model-View-Controller (MVC) architecture pattern to organize application programming. Ruby on Rails includes tools that make common development tasks easier “out of the box”, such as scaffolding that can automatically construct some of the models and views needed for a basic website.
The main implementation of PHP is now produced by The PHP Group and serves as the de facto standard for PHP as there is no formal specification
